Well there are going to be two attempts at first to reduce the chances of migration of players to a winning side, or leaving a faction that is shrinking in territory.
First is going to be by Factional Tolerance, that is to say that non-members who seek to join another faction will be at a disadvantage. This can be related to the real world of racism and religious tolerance. Players attempting to join another side will suffer penalties and may be restricted from certain areas, and subject to more encounters with security personnel. Of course over time, given fame and fortune, that penalty can be negated, mostly.
The other concept is by using economics, though not exactly realistic. This is based on the simple rule of Supply and Demand, which can be related in a way in the real world with people seeking jobs. The areas with the best weather conditions have the highest demand in terms of people wanting to live at, and are willing to take a lower salary in order to stay. Unlike harsher environments, in which the salaries are generally higher, as people are that willing to work there. Companies know this and use that to their advantage when determining salaries. The same is applied to the game. Factions which are winning and drawing in more people, will pay lower salaries than those factions which are loosing. After all, everyone wants to be with the winner, and that alone should be good enough and thankful for.
The other possibilities is with political infighting and corruption; as larger factions become harder to manage effectively.
